In recent years, the legal sector has faced a steady increase in law firm closures, with a growing number involving direct intervention by the Solicitors Regulation Authority (SRA). Many firms have been closing due to financial pressures, stricter regulatory oversight and challenges with succession planning.
For law firms experiencing difficulties, early action is essential. Recovery First specialises in supporting firms in distress, helping them to avoid SRA law firm closure through structured solutions and discreet case transfers.
Rising trend in SRA interventions
Recent figures show that the Solicitors Regulation Authority (SRA) is taking more decisive action against struggling and non-compliant firms. In 2022/23 the number of interventions more than doubled compared to the previous year, rising from 25 to 65. Although the total dipped slightly in the following year, with around 63 interventions recorded up to October 2024, the level of regulatory activity remains significantly higher than the historic average.
The increase has been most pronounced in cases involving mishandling of client money. Interventions linked to client account rule breaches jumped from four to eleven in just one year – a 175% rise – while interventions for suspected dishonesty increased from 14 to 16, marking a 14% uplift.
This escalation in enforcement has been heavily influenced by the fallout from the high-profile collapse of Axiom Ince in late 2023, where more than £60 million of client funds went missing. The scale of that failure prompted the SRA to adopt a much tougher approach to monitoring and enforcement, signalling to the sector that breaches of client protection rules will now be met with swift and decisive action.
At the same time, the regulator significantly expanded its fining powers. In the year ending October 31, 2024, the SRA issued 173 fines totalling £1.3 million. This was over three times the amount from the year prior.
Extent and causes of law firm closures
Over the 12 months to the end of March 2025, the SRA recorded that 504 firms have closed. These included sole practitioners, incorporated bodies, and alternative business structures. Of these:
- 307 (61%) ceased practicing,
- 104 (21%) merged or amalgamated,
- 75 (15%) underwent a status change (e.g., to a non-legal form),
- 18 (4%) fell into other or unknown categories
This total reflects a difficult environment, while 386 new firms launched in the year to May 2025, they were far outnumbered by closures.

When a law firm begins to experience financial or operational difficulties, the key to avoiding SRA closure is acting quickly. By addressing underlying issues early, firms can demonstrate to the regulator that they are managing risks and safeguarding client interests.
